Tara Stoop - Founder, Director

Founder, Director Between Friends Outreach, Inc. Tara is a married mother of three grown children, and six grandchildren. While she has always volunteered in some capacity, one-on-one advocating for the less fortunate is her passion. She wants to be sure everyone is heard, and knows they are seen. Tara prides herself with the ability to attack problems proactively and find solutions. She is able to listen and be a calming influence. Tara was inspired to create this organization after the passing of her best friend, or her "Angel on Earth" as she called him because of all the people he helped. They always spoke of doing this together. His legacy and the vision they had will be carried on.


Beth Guerra - Community Relations Director

Beth is a lifelong resident of Bucks County. She’s happily married with two grown children and 1 grandchild and another grandbaby due soon. She also has a 7 yr old at home. Beth graduated from Bucks with a degree in Small Business Administration. Being the oldest of 12 children herself, she is skilled at multitasking and her organizational skills are a real asset. Beth enjoys working with people, especially those with special needs. In her free time Beth loves to bake.

Beth has been with BFO for 2 years, she does a bit of everything with the clients. Seeing the positive impact we have with the clients is what she finds most rewarding.


Rose Bishop - client advocate

Rose Bishop is a senior biology major at Delaware Valley University, with a minor in psychology. At Del Val she is a member of the field hockey team and is now an acting captain. She is also the Vice President of Service in Alpha Phi Omega, a co-Ed service fraternity at her university. From a young age, Rose has always been passionate about aiding the community around her and has had a hand in several events and fundraisers. Recently she has been involved in planning a bone marrow drive with Be The Match.

Jennifer barto

Jennifer Barto is a native of the Bucks County area and a proud Military mother. She has 4 children. She has had a child that has struggled with substance abuse, she has had to have him arrested and he has now been clean for almost one year and is beginning college in the fall!

She fully understands what tough love is. She has also had a stepchild she lost to substance abuse. Because of this she absolutely understands the entire process of the disease. She has seen this disease from every aspect and she is living proof that you can get through it when you feel as though the entire process will just destroy your family.

We are thrilled to have Jennifer on our team to help lead other families out of the darkness of this disease.



Colleen has two sons. Her oldest son has two lovely daughters who are the love of her life. She is very proud of her youngest son who is pursuing his Doctrine. Children have always been apart of Colleen's life. She has 35 years of experience in the childcare field. She was the lead Pre-K teacher in a local daycare where she earned her CDA (Child Development Associate).

She is also the lead Sunday school teacher and coordinator of the children's ministry at a local church.

Her main goal is to make each child proud of who they are and feel important in this big world. She has done many community events to bring children together. Her strong faith carries her through each day.
